wish to acknowledge and congratulate the whole community on being awarded 270 points in this year’s Tidy Towns Competition. This was a great achievement especially considering Carlow town was awarded 275 points, winning them a Silver medal. Well done to Carlow!
It was recognised by the judges, in their report, that the residents, businesses, individuals, schools and public bodies/agencies all worked well to achieve this high mark. We hope that this will encourage more people to get involved in 2008.
Aughrim won the overall award with 299 points. There is no reason why we can’t reach this standard in the future. We welcome your help and support at any time. Every little counts.

Chairman’s Message - Mr. Gregory Brophy

As chairman of Develop Tullow Association, I would like to present a review of some of our activities in the last twelve months, This was another busy year and many thanks go to the members of our main committee and many sub-committees for their work and dedication. A particular thanks and well done is due to Eileen McNabb who received a Carlow People of the year award in the environment category. Our aims and goals continue to be the improvement of our environmental, commercial and cultural base, whether organising events such as the floral festival, Christmas Lights, participating in the tidy towns or craft fairs, St. Patrick's day parade, making submissions on various county developments plans or town plans. I would like to Thank our local councilors for their help and co-operation and the staff of Carlow Co. Council and especially to the former Co. Manager Mr. Tom Dowling who, also encouraged and supported our various local activities. I welcome the new Co. Manager Mr. Joe Crockett and wish him well. Thanks to Carlow Leader for their financial support of the floral festival, without which it would not have been such a success, along with the assistance of Carlow Tourism the profile of our town reached new heights. Finally a brief word on finance, while thanking those who make monthly contributions and those who have helped with sponsorship during the year we have to realise that the great resource we have i.e. voluntary help and commitment cannot be fully utilised without finance. I appeal to people in business or otherwise in the town to take out a membership of our organisation so we can continue the activities mentioned in this newsletter. If you would like to be involved in some of the committees or have any suggestions to make please contact me or any other member of the association (please see members list above).

We need your help to ensure that the Bolivian delegations have an enjoyable stay in Tullow. You can assist in one of three ways:
1. Act as a host family for the athletes and coaches

Success/People Working Together
The continued rise in marks since 1996 have been due to the contributions of so many, especially the F.A.S. workers, Ned, Mick and Harry who finished this November and also Joe, Johnny and Andy who continue to carry out a huge workload I thank our local engineer Kieran Cullinane, the people of Tullow, the Residents' Groups and the Tidy Town committee. This year we worked successfully with Carlow Co. Council, Carlow Tourism and Carlow Leader to further develop the environmental presentation of Tullow.

Working late into the night for 2003Tullow was again rewarded in November when Tullow Tidy Towns was presented with a County Environmental Award in the Carlow People of the Year Awards. Thank you to the people who nominated our work. Tullow town itself featured on a promotional video compiled by Carlow Co. Council as a busy market town that was instrumental in bringing about its own changes. This video was distributed to every Tidy Town Committee in the country by the Dept. of Environment with the annual entry details for the competition.

While many associate Tidy Towns with Floral Displays only, there are many other areas vital to presenting Tullow as a unit. Many of the recommendations of our plan are underway but at this point the development of under-utilised sites and derelict buildings is a vital area to be addressed. We have lobbied for advancement of the Town Renewal Scheme as these derelict areas are hindering the overall presentation of Tullow.
Finally as Chairperson of a Tidy Town Group 1 am conscious of the valuable impact the many new housing developments can have. By supporting local retail and business, these Tullow residents can contribute very significantly to Tidy Towns as the extra business turnover will eventually lead to less derelict buildings and improved shop fronts and ultimately to a more vibrant town to live in.
Eileen McNabb, Chairperson

County National and international coverage for Tullow
One of the highlights of the summer was undoubtedly the visit of 28 International Roses. Tullow bloomed on the 21st August 2002. The input by the local people who decorated stalls, provided entertainment, arts and crafts, nursery characters, extra floral displays, vintage cars and all round support was wonderful.

Christmas Lighting in Tullow
Christmas Lighting is very important for both the Social and Commercial life of the whole area, and our community and visitors has again enjoyed illuminated Streets over the Festive Period. The system we now have is modem, safe and attractive. The lighting of the trees near the River Slaney enhanced the beauty of our bridge and showed the potential for further improvements in our environment for everybody's benefit and enjoyment. Sincere thanks to all the people in Tullow, who completed the work involved and to those who contributed financially.

Floral Festival Trail - Mr. Bernard Duff Environmental Officer Carlow Co. Council

In 2002 Carlow Local Authorities in conjunction with Carlow Tourism organised Carlow's Inaugural Floral Festival Trail. The Festival was based in six centres around the county and its success was based on the input, enthusiasm and hard work of all the members of the communities involved.
Tullow was selected as the venue for the Festival on day 6 (21/8/02) and the Develop Tullow Association and all the people of Tullow embraced the challenge of organising a fun filled, educational day with vigour and enthusiasm.
Events included on the day were: Floral Nursery Rhyme Village, Traditional Street Stalls, and Floral Workshops. Flower arranging exhibition, Street Entertainment and Orionna in Concert. Tullow also had the honour of being the first town in Carlow to welcome the Rose of Tralee contestants and the manner with which this was planned, organised and carried out reflected the professionalism of the committee involved. Over a week later and after having experienced many different events in Carlow, Tipperary and Kerry, the Rose Contestants in the Dome in Tralee were still talking about the welcome they received in Tullow. This was broadcast around the world and was a proud moment for the people in Tullow.
The Festival Day in Tullow was resounding success, the visitor numbers, the entertainment, the fun and even the weather was comparable to any festival anywhere in Ireland or abroad.
Carlow Floral Festival Trail is happening in 2003, it is important that Tullow keep up this high standard, if you feel you can assist or would like to be involved please contact any Develop Tullow Association member.

St. Patrick's Day Parade. 17th March 2003!!!!
The St . Patricks Day Parade was a great success last year and thanks to all the organisers who gave willingly of their time and effort to produce a day of excitement and delight for all.
We again ask for support from the local businesses, sports clubs, and community groups and Bands in arranging floats for the 17th March.

Name That Road
Looking for suggestions to name the New Inner Relief Road along the Slaney River in Tullow. Please send suggestions with your name and address to Jacinta Edge, Develop Tullow Association, The Square, Tullow, Co Carlow.

Wild West Festival

During the Wild West Festival many events took place;

1. Mr. Tullow competition that was held in the Tara Arms was a great success and was very well supported.
2. Miss Tullow held in J.J's.
Both of these were terrific fun events.
3. Unplugged session with international artists and local musicians, which was held in the Tara Arms. This really "Rocked" the Tara Arms and the younger generation of our community.
4. An awesome great night was had at the Battle of The Bands, held in the Abbey Bar. Many young bands came from all around the country to perform and they all performed excellently.
5. Wild West Show day was the most exciting festival event with Professional actors, Tullow Variety Group and local volunteers playing parts. There was an afternoon and evening show followed by music and disco at night. The community thoroughly enjoyed this fan filled occasion.
6. Cowboy walkabout (During the Tullow Agricultural Show) with various shootouts and Bucking Bronco. Develop Tullow Association are trilled to be involved with Tullow Agricultural Show.
7. The Wild West Men escorted Roses of Tralee and lead the parade through Carlow.
David Griffin, Chairman

Finance

As we all know Develop Tullow Association is run voluntary by the local community for the betterment of Tullow and its surrounding areas. While there are a limited number of grants available from Carlow County Council and organisations such as Carlow Leader and F.A.S. we have an ever increasing demand on money to achieve our primary goals. At the moment we have 13 Business's in Tullow who contribute monthly to Develop Tullow Association and while we thank these people for their contributions we would like to point out that they only cover the costs of our annual insurance. For example the Tidy Towns committee spent €950 last season for petrol for the lawn mowers just to keep our green areas tidy, and again thanks to F.A.S. who employed the person to do this work, what will happen if F.A.S. cease to exist. We appeal to all people in Tullow be it either an individual an organisation or a business to make an effort and support Develop Tullow Association financially after all it is to everyone's benefit in the long term.

SUMMER HELP, THANK YOU May 2005
DTA Ltd have entered Tullow in this years Tidy Town Competition and Carlow's Floral Pride Competition. This summer there is also a third competition, The National All-Ireland Pride of Place Competition. Judging will be in June, July and August. The rise in marks from 195 to 234, an average of 5 marks each year, reflects the huge improvements in Tullow. Many of our derelict sites have been upgraded and at the same time ten new housing estates have extended Tullow, not including the new retirement village and the Mount Wolseley complex. The support of all residents has been excellent and this year the group are appealing to each resident and business owner to help keep their area of road frontage well presented. Linked together each area helps to present a tidy town. The town has developed beyond the capabilities of two workers so all residents are asked to help outside their own area.

LEAGUE WITH A DIFFERENCE – JOIN IN December 2004
D. T. A. remind school students, business owners and home owners that Tullow has been entered in the County Carlow Litter League promoted by Carlow County Council. This is your chance to be part of a Competitive League with a difference - no football, no hurley - just a brush and regular fixtures from now until Spring. Villages, towns and residential areas around the County compete against each other and scores are allocated by visiting referees based on the town’s efforts in the fight against litter. D. T. A. remind all that if litter is present on the footpath outside your premises then Tullow will loose valuable marks and the effort put in by neighbouring owners is wasted. We appeal to young and old to be aware of the effort to rid Tullow and the county of the scourge of litter on our streets. Well done to the Residential areas who are scoring high points. All results are on the local papers every fortnight. Please play your part, be a team member. Tullow will gain - it is a novel way to make people think before they discard their rubbish. All sports fans this is your chance - keep the areas outside sports grounds litter tree after your training sessions. A big thank you to the staff of A.I.B. who have also adapted a role in this new initiative by Carlow County Council leading the way through their positive response to the efforts being made.

TULLOW WASTE CLUB
Businesses in Tullow urged to take part in pilot scheme.
A new waste management imitative “Tullow Waste Club” was launched at Mount Wolseley Hotel recently.
New waste packaging regulations came into effect in March 2004.
These regulations require all businesses to segregate waste packaging generated on their premises into specified waste streams such as waste glass, aluminium, paper, fibreboard, wood, plastic, etc and to have such waste collected by authorised disposal operators for recycling or face severe fines.
In order to get the “Tullow Waste Club” off the ground a free service will offered on a pilot basis to businesses in only in the Tullow area.
This pilot scheme will be managed by the Chamber of Commerce and Race Against waste Staff.
The Tullow steering committee is Joe Deacon Distag, Philip Doran Interlink Curriers, John Colgan Tara Arms, Michael Clowry C.A.H.A.L., George Murphy Slaney Service Station, and Joe O’Toole Jnr O’Toole’s Garage.
The next step is to have an audit of waste generated by businesses, profile the town of Tullow and figure out requirements for a tendering process.
It is envisaged that the “Tullow Waste Club” should be up and running by 2005
